Height: (his shoulder to the ground) 60 cm
length: (Shoulder to the end of body) 65 cm

Puppy growth

My puppie is 17 weeks and weighs 20 pounds and looks really young, like he was 2 months old. He is pure breed and I have the AKC papers. I'm very concerned whether he is.

Either growth is not going accordingly, or the breeder is lying to me.

That weight seems about normal.

He seems a bit tall for 7 months and maybe he's a bit "leggy". But he should "fill out" more as he matures.

GSD's come in all sorts of shapes and sizes these days and some mature faster than others depending on the breeding line. Nice pic of Cloud, he looks a nice all-round sort of shepherd.
