Diesel's a little slow

I got Diesel from a lady who got him from a breeder. He has papers that say he's full blood GSD but a lot of people have their doubts.
He was born 12/4/11 and at his 3 month weigh in he weighed around 19 lbs. He's happy, healthy, and so smart. But I am hoping he grows some more pretty soon. He gets 3 cups of science diet large breed puppy food everyday.
