Is Moxie going to be undersized?

Moxie is a rescue without papers, but is supposed to be full shepherd. She weighed 22 pounds on January 8, 2010, and was born September 25. Her ears are coming up nicely and she eats (and poops) a ton. I am concerned perhaps she is not really a shepherd, and may be a small adult dog, under 50 lbs. Should I be concerned?
