Zoey The Runt

German Shepherd Puppy Zoey at 3 months
I bought my female German Shepherd Zoey when she was about 2 1/2 months old. They told me that she was the runt of the litter.
Since then she has grown about double the size. Now she is about 6 months old and is 35 lbs and 20.5 inches tall at the withers.
Is this normal or is she abnormally small?
